Assuming it’s early 60s - fits in with several moments of gay activist history that relied on (pre-Stonewall) ‘respectability’ as part of a visibility / rights campaign.
It’s Barbara Gittings at a 1965 Washington protest. So yeah to your assumption re: her curious position in Pre-Stonewall visibility via assimilationist organizing.
